City Administration

The Enterprise City Hall is located at 102 E. North Street in Enterprise, Oregon.

Office hours are 8:00am-4:00pm Monday through Thursday and Friday by appointment only. If you would like to schedule an appointment, please contact Gina Birkmaier at (541) 426-4196. 

The City of Enterprise is committed to providing quality customer service and is the providing link between the public and the Elected/Appointed Officials for the City of Enterprise.

City Hall Staff 

Lacey McQuead, the Enterprise City Administrator/Recorder, has been with the City of Enterprise since 2012. As the City Administrator, Lacey oversees the activities and operations for the Enterprise City Hall. In addtional to general operations, Lacey manages all land use and planning with help from the City of Enterprise Planning Commission. She is the Human Resource Manager for all departments within the City and resposible for development and implementaion of policies and procedures.

Gina Birkmaier, Office Manager & Customer Service Specialist, has been with the City since 2013. Gina provides office and administrative support to the day-to-day operations of the Enterprise City Hall. She works closely with the public and manages all utility accounts and transactions. 

MorningStar Kohlhepp, Budget Officer & Finance Specialist, is the newest member of the Enterprise City Hall, joining the staff in 2018. She processes all financial transactions for the City, including payroll, accounts payable, and budget management. In 2020, after being recommended  by City Administrator Lacey McQuead, MorningStar was appointed the position of Budget Officer for the City of Enterprise.

The Enterprise Administrative Committee meets the third Wednesday of every month at 7:15AM. 

This is public meeting takes place at the Enterprise City Hall.
