February 13, 2017

The Enterprise City Council met in regular session on Monday, February 13, 2017.  Those present were Mayor Stacey Karvoski; Councilors Jenni Word, Larry Christman, Chris Pritchard, Ashley Sullivan; Staff City Administrator Michele Young, Public Works Direct Ronnie Neil, Librarian Denine Rautenstrauch, and Police Chief Joel Fish.

Absent: Micah Agnew, Dave Elliott

Guests:  Michael E. Moore and Kathleen Ellyn of the Chieftain.

Agenda and paid invoices - Michele did not submit the January minutes.  Councilor Christman made and Councilor Word seconded the motion to approve the February Accounts Payable register.  Motion passed unanimously.

DEPARTMENT REPORTS

Ronnie reviewed his written report stating they have been very busy with snow removal.

Ronnie stated that they still have some work on the computer GIS program for storm sewer and sewer but it is coming along fine.

Denine – the Wallowa Valley Library Foundation has had a rough couple of years due to people passing away or moving. She is looking for people that would represent Wallowa County at Large to serve on the board that meets quarterly so asked if anyone knew of someone that is interested to please let her know.

Michele updated the Council on Planning Commission progress of working on the Land Use Plan Update.  Michele reminded everyone that next month is when Motel Tax applications are submitted.  Councilor Christman stated that he wants to see the Council hold to our deadline.  He knows we have made acceptations in the past but we need to stop doing that.  Council agreed, we not allow late applications any longer.

Joel review his report stating that our report this month looks different than prior as the prior reports gave info for the whole county rather than ours.  Jacob is doing well and scoring high in academy.

OLD BUSINESS

Mayor Karvoski issued committee assignments for 2017.

She asked for 2 volunteers to serve on the motel tax committee – Councilors Christman and Sullivan volunteered to serve on the Motel Tax Committee.

She asked that committee’s meet at least quarterly with their assigned departments, monthly would be even better. 

First Wednesday’s of each month for department meetings will be scheduled.

NEW BUSINESS

WARDE PARK BID

Eastern Oregon Landscaping $39,800 without sealant     Chris/Ashley

Hurricane Creek Landscape & Design without sealant $43,390

Councilor Pritchard made and Councilor Sullivan seconded the motion the award the bid to Eastern Oregon Landscaping as low bidder in the amount of $39,800.  Motion passed unanimously.

Ronnie stated that removal of the old pavers won’t begin until probably April due to the snow, they are very behind.

CHRISTMAS DECORATIONS.

The Council discussed Christmas decorations.  Ronnie stated that we have some that were damaged by the winds.  He would like to see a different type of ornament hung that is more cost efficient and handles the wind a little better. 

HANDICAP PARKING SPACE REQUEST APPROVED

The Wallowa Valley Wellness Center requested two handicap parking spaces at the Gotter Building for their clinic.  Councilor Christman made and Councilor Pritchard seconded the motion which passed unanimously.

NEW LIBRARY BOARD MEMBER APPOINTED

Councilor Christman made and Councilor Word seconded the motion to appoint Patricia Otten to Library Board, filling Laura Estes position.

Councilor Christman complimented all city employees on the work they have done this winter.  Our town looks great compared to many other he stated.

Being no further business the meeting was adjourn at 8:45 p.m.
